feat: add digest templates and digestToHtml filter

- digest.njk: individual digest pages at /digest/YYYY/WNN/
- digest-index.njk: paginated index at /digest/
- digest-feed.njk: RSS feed at /digest/feed.xml
- digestToHtml filter for RSS feed item descriptions
