feat: add DE Lobbyregister as data source DS-00011

Lobbyregistergesetz (2022) mandatory register for Bundestag/Bundesregierung lobbying.
Connected to PR-00002 (Illegitimate Domination) and PR-00005 (Epistemic Power).
Includes quality assessment, API access notes, potential future metrics,
and cross-links to OR-00004 (Mehr Demokratie) and OR-00005 (netzpolitik.org).
